A State Divided, A Peace Deferred: Manipur‘s Fault Lines Are Bleeding Again

Source: Reuters

The Fact: Two deadly attacks in Manipur on consecutive days have heightened fears of renewed ethnic tensions. On October 19, three Meitei men were killed and three others injured in an ambush in Imphal East. Police later arrested three suspected members of the Kuki National Front (N) and reported recovering 12 firearms, ammunition and explosives. The following day, a Kuki-Zo man was shot dead in Kangpokpi district. Investigators have not established any link between the two attacks.

The Context: Manipur’s ethnic tensions predate 2023. The Meitei demand for Scheduled Tribe status dates back years, but the Manipur High Court’s March 2023 order to consider the demand intensified opposition among tribal communities. Clashes in May 2023 escalated into prolonged violence between Meitei and Kuki communities. Now, a separate Naga and Kuki-Zo conflict has added another fault line. Human Rights Watch reported 34 deaths in this conflict since February 2026, as of its September report. Competing territorial claims and distrust between communities have complicated efforts to restore peace.

The Peek Insight: Manipur’s recurring violence comes against the backdrop of unresolved ethnic and territorial disputes. The Meitei demand for Scheduled Tribe status dates back to 2012, while the 2023 violence killed more than 260 people and displaced over 60,000, according to Human Rights Watch. The central issue is that years of negotiations and security operations have not resolved the grievances driving the violence. Arrests may establish accountability for individual attacks, but lasting peace requires addressing land disputes, political representation, and the deep mistrust between communities. Without these, each new attack risks deepening divisions and making reconciliation harder.
